Government Freezes Rooftop Electricity Rules, Here’s Why


The government has withheld the Regulation of the Minister of Energy and Natural Resources (Permian ESDM) No. 26 of 2021 on rooftop solar power plants connected to the electricity grid.

Director-General for New Renewable Energy and Energy Conservation (EBTKE) of the Ministry of Energy and Natural Resources Dadan Kusdiana stated that the regulation announced on August 20, 2021 has been withheld for government review.

“The Ministerial Order has already been issued, legally it is legal, but we at the Government do not just mean the Department of Energy and Natural Resources, we go through the District Secretariat, this confirms from the figures we have compiled what the impact will be on the existing one system to PLN,” he said in a virtual press conference on Monday (17/01/2022).

He went on to say the deal will be discussed at a limited coordination meeting (Rakortas) chaired by the Coordinating Minister for the Economy, Airlangga Hartarto.

“So now in the final there will be a ministerial level coordination meeting, with the coordinating Minister for Economy, hopefully it will happen soon to ensure that this regulation can be carried out. So far we still hold it, we still hold Ministerial Order 26 of 2021,” he added.

In the document shown in Dadan’s presentation, there are 5 new settings in Minister of Energy and Natural Resources Decree 26/2021 which are as follows:

1. Provisions for 100% export of electricity (originally 65%) and an extension of cancellation to 6 months (originally 3 months).
2. Mechanism for application-based services and shorter services from 15 days to 5 days.
3. Rooftop PV minigrid customers and IUPTLU owners can trade CO2.
4. Expansion of not only PLN customers, but also customers in non-PLN business areas (currently only PLN customers).
5. There is a PLTS Rooftop Complaints Center to receive and follow-up on complaints about the implementation of PV mini-grids (currently unavailable).
